The key points at a glance
A payment is not a title deed. Paying through Land Wallet records square metres in your Wallet. Legal ownership passes only through the sale, allocation, conveyancing and registration process (section 7).
Your Wallet holds land records, not money. It is not a bank account, deposit or investment product, and no return is promised (section 5).
You see the full price before you pay. The price per m², any fees and the total are shown in your quote, and the price is locked once your payment is confirmed (section 9).
Do your own checks. Developers supply the details of their developments. Inspect the land and take independent legal advice before you commit (section 6).
01Introduction and acceptance
Property Connect is a digital land and property platform based in Harare, Zimbabwe. It connects people who want to acquire land and property with the developers who sell it, and provides tools for discovering developments, reserving and paying for property, and keeping track of each step.
Land Wallet is Property Connect's mobile application. It lets you buy land within participating developments in square-metre portions, build up the area you need over time, and then request the allocation of a specific stand.
These Terms and Conditions (the "Terms") govern your access to and use of Land Wallet and of the related Property Connect online services, including the propertyconnect.live website, to the extent that you use them to discover, reserve, pay for or track property (together, the "Platform").
Accepting these Terms
By creating an Account, signing in or otherwise using the Platform, you agree to these Terms and acknowledge our Privacy Policy. If you do not agree, please do not use the Platform.
Before you confirm a purchase in Land Wallet, you will be asked to accept the version of these Terms in force at that time. Your acceptance, and the version you accepted, are recorded with the purchase. You agree that accepting in the app, and the electronic records and notices we send you, have the same effect as signed paper documents, to the extent permitted by applicable law on electronic transactions.
How these Terms fit with other agreements
Some transactions are also governed by other documents, such as a Land Developer's agreement of sale, reservation terms or allocation documents. These Terms govern your use of the Platform. The agreement between you and the Land Developer governs the sale of the property itself. If the two conflict on a matter concerning the sale of a particular property, the agreement with the Land Developer prevails on that matter.
Nothing in these Terms limits any right you have under the Consumer Protection Act [Chapter 14:44] or any other law that cannot be excluded or limited by agreement.

03Eligibility and account registration
Who can use the Platform
To open an Account you must be at least 18 years old and have the legal capacity to enter into binding contracts. If you use the Platform on behalf of a company, trust or other organisation, you confirm that you are authorised to bind it to these Terms, and "you" includes that organisation.
Registering
Land Wallet Accounts are created and accessed with your mobile number. We verify the number by sending a one-time code to it, for example by WhatsApp. The Property Connect website may also let you register with an email address and password, or with a Google account.
Accurate information
You must give us information that is accurate, current and complete, and keep it up to date. Your name may appear on receipts, acquisition records and allocation documents, so it should match your identity document. We may rely on the information you provide, and you are responsible for the consequences of information that is inaccurate.
Keeping your Account secure
- Keep your phone, SIM card, one-time codes and any passwords secure, and do not share them with anyone. We will never ask you to tell us a one-time code.
- Land Wallet offers an optional app lock that uses your device's biometrics or screen lock. We recommend you turn it on.
- Tell us immediately if your phone or number is lost, stolen or transferred, or if you suspect someone else has used your Account.
- You are responsible for activity on your Account, except activity that happens after you have told us of a security problem, or that results from our own failure to take reasonable care.
Identity verification
Before you can buy land in Land Wallet, and before certain other actions, you must complete identity verification. This involves submitting your national ID or passport details, photographs of the document and a selfie. Our team reviews submissions and may ask for more information, decline a submission, or withdraw a verification if information appears inaccurate, incomplete or fraudulent.
Verification is carried out for the purposes of the Platform. It is not a guarantee to any other person, and it does not replace any checks that a Developer, conveyancer or authority may require.
One Account per person
Each person may hold only one Land Wallet Account. Accounts are personal and may not be sold, transferred or shared.
04Land Wallet services
What you can do
Depending on the Development and the features available at the time, Land Wallet lets you:
- Discover Developments: view participating Developments, their location, Zones, maps, price per m², availability, infrastructure progress and documents made available by the Developer.
- Set a land goal: choose a target area, such as a residential stand size, and track your progress toward it.
- Buy land by the square metre: purchase a quantity of square metres in a Zone, subject to the minimum purchase and increments shown in the app.
- Pay using the payment methods offered at checkout.
- Track your holdings: see your Wallet balance by Zone, your Transaction history, receipts and acquisition records.
- Request an Allocation of a Stand once you hold enough square metres in the same Development, and follow the request through to a decision.
- Receive updates about your purchases, allocation requests and Developments you are interested in.
On the Property Connect website you can also browse the marketplace, reserve stands where a Developer offers online reservations, and contact Developers or our team.
How a square-metre purchase works
- You choose a Zone and a quantity. Land Wallet shows a quote with the price per m², any fees and the total payable. A quote is valid only for the limited period shown in the app.
- When you confirm the quote and accept these Terms, the quantity is held for you for a limited period while you make the Payment.
- If your Payment is confirmed within that period, the square metres are credited to your Wallet at the price in your quote. That price is locked for that purchase and does not change if the Zone's price changes later.
- If the Payment is not confirmed in time, the hold expires and the purchase lapses. You may start a new purchase at the price then applicable.
How Allocation works
When you request the Allocation of a Stand, square metres equal to the size of that Stand are held from your Wallet in the same Development while the request is reviewed by Property Connect and, where applicable, the Developer. If the request is approved, the Stand is allocated to you and recorded as such. If it is rejected, or you cancel it while it is pending, the held square metres are returned to your Wallet. Approval is not guaranteed and depends on availability, the Developer's policies, your verification status and compliance with these Terms.
What the Platform is, and is not
The Platform is a tool for discovering property, facilitating Payments and keeping records. Unless we expressly agree otherwise in writing, Property Connect is not the seller of the Property, does not act as your legal representative or conveyancer, and does not give legal, financial, tax or investment advice. The records the Platform shows are not title deeds. Section 7 explains how ownership is actually acquired.
05Wallet and payments
What your Wallet is
Your Wallet records the square metres credited to your Account in each Zone, the price at which you bought them, and your related Transactions. It does not hold money, and Land Wallet does not currently allow you to pre-fund, top up or store a cash balance. Each Payment is made for a specific purchase or Transaction.
Supported payment methods
Land Wallet currently supports EcoCash and card payments, processed through Paynow, and bank transfer. The methods and currencies available (for example, US dollars or ZiG) may differ between Developments and may change. The options available to you are shown at checkout.
Making a Payment
- EcoCash: you approve the payment request sent to your phone.
- Card: you are taken to the Payment Provider's secure payment page to enter your card details. Card details are entered with the Payment Provider, not in Land Wallet.
- Bank transfer: you pay into the account shown, using the payment reference exactly as displayed. A transfer without the correct reference may be delayed or impossible to match to your purchase.
Confirmation
A purchase is complete only when we receive confirmation of your Payment from the Payment Provider or have matched your bank transfer. Until then it is shown as pending. When it is complete, your Wallet is updated, the Transaction appears in your history, and a receipt is made available in the app.
Third-party payment processing
Payments are processed by Payment Providers under their own terms and policies. We are not responsible for a Payment Provider's acts or omissions, but we will help you to resolve a payment problem connected with the Platform.
Failed, partial and unmatched payments
If a Payment is declined, cancelled or not confirmed before your hold expires, the purchase fails or lapses and no square metres are credited. If money has left your account but the purchase was not completed, or if the amount we receive differs from the amount due, we will investigate with the Payment Provider. Partial payments are not automatically credited as a smaller purchase, and any amount paid in excess of the amount due is dealt with as a refund, not credited to your Wallet. See section 10.
Transaction records
Your Transaction history and documents are available in the app. Please check them and tell us as soon as possible if anything looks wrong. If a Transaction has been recorded or credited in error, we may correct it, and we will tell you when we do.
Fees
Any fee or charge payable to us is shown in your quote before you confirm a Transaction. See section 9.
06Land Developers and property listings
Developer responsibilities
Land Developers who offer Property through the Platform are responsible for:
- having the legal right to develop and sell the Property they list;
- the accuracy and completeness of the information they provide, including location, size, price, zoning, approvals, servicing, infrastructure timelines and documents;
- keeping pricing and availability up to date;
- complying with the laws that apply to their Developments, including planning, subdivision, survey, environmental and consumer protection requirements;
- honouring approved Allocations and their agreements of sale, and completing the transfer of Property sold.
Accuracy of property information
Information about Developments is supplied mainly by the Developers. We may review listings and request supporting documents, but we do not independently verify every statement, and we do not guarantee that listing information, images, maps, plans or timelines are complete, accurate or current. Maps and plans in the app are for illustration and are not survey diagrams.
Pricing and availability
The price per m² of a Zone, and the availability of land and Stands, may change at any time for future purchases. Changes do not affect square metres you have already bought, which keep the price locked at purchase. Availability is updated continuously but can change between viewing and confirming, including because of sales made outside the Platform.
Changes to Developments
Layouts, stand sizes, stand numbers, servicing and timelines may change, for example because of planning approvals, surveys or decisions by the Developer. Where a change materially affects your purchase or Allocation, we will use reasonable efforts to tell you, and the Developer will deal with it in accordance with its agreement with you and the law.
Developer verification
We may carry out checks on Developers before and after they list, such as checks on their identity, company registration or authority to sell. These checks are limited in scope. They are not an endorsement of a Developer or a Development, and they are not a guarantee that a Developer will perform its obligations.
Your due diligence
You are responsible for deciding whether a Property is right for you. Before you commit, we strongly recommend that you:
- visit and inspect the land;
- check the title to the land being developed and the Developer's authority to sell it;
- check that the relevant subdivision and layout approvals are in place, and the status of roads, water, sewer and electricity;
- read the Developer's agreement of sale and any reservation or allocation terms carefully;
- obtain independent advice from a registered legal practitioner or conveyancer.
07Property acquisition and ownership
Expressing interest
Expressing interest in a Property, including viewing, saving, enquiring, setting a goal or making a reservation, does not give you any ownership right and does not oblige the Developer to sell to you, unless the Developer confirms otherwise in writing.
Square metres in your Wallet
Square metres credited to your Wallet record that you have paid for a quantity of land in a particular Zone at a locked price, and that you may apply that quantity toward the Allocation of a Stand in the same Development, in accordance with these Terms and the Developer's terms. They are not a title deed, a registered real right, or an undivided share of land registered in your name. They do not, on their own, give you the right to occupy, build on, sell or transfer any particular piece of land.
From Allocation to ownership
The Allocation of a Stand identifies the specific land you will acquire. Acquiring ownership of it remains subject to:
- the agreement of sale, or other transaction documents, between you and the Developer;
- payment of the full purchase price and any other amounts due under those documents, such as development or servicing levies, legal and conveyancing fees, taxes and duties;
- the fulfilment of any conditions that apply, such as subdivision permits, survey and approved diagrams, and compliance or clearance certificates;
- transfer of the Stand by a conveyancer and registration of that transfer in the Deeds Registry.
How ownership is determined
Ownership of immovable property in Zimbabwe is governed by Zimbabwean law, including the Deeds Registries Act [Chapter 20:05], and by the relevant legal documents. Ownership passes when transfer is registered in the Deeds Registry. Until then, your rights in respect of the land are contractual rights against the Developer under your agreement with it, together with your rights against us under these Terms.
Documents issued through the Platform
Receipts, acquisition records, allocation letters and Land Allocation Certificates issued through the Platform are evidence of Transactions and decisions recorded on the Platform. They are not title deeds, deeds of transfer or certificates of registered title, and they cannot be used to transfer or mortgage land.
Our role
Unless we expressly agree otherwise in writing, Property Connect is not a party to the agreement of sale between you and the Developer, does not act as your conveyancer, and does not guarantee that a Developer will complete the transfer. We will keep accurate records of your Transactions on the Platform and make them available to you to support your acquisition.
08Your responsibilities and prohibited activities
You agree to use the Platform lawfully, honestly and only for its intended purpose, and to use only funds that you are lawfully entitled to use. You must not:
- commit fraud: make or attempt fraudulent Transactions, use the Platform to launder money or to finance unlawful activity, or use payment methods you are not authorised to use;
- give false or misleading information: impersonate anyone, use someone else's identity document, or submit forged, altered or misleading documents;
- misuse Accounts: open more than one Account, share, sell or transfer your Account, or use someone else's Account;
- make unauthorised Transactions: carry out Transactions without the authority of the account holder or payer, or dispute or reverse legitimate Payments in bad faith;
- abuse the Platform: repeatedly hold land without intending to pay, harass Developers, other Users or our staff, send spam, post unlawful content, or copy or scrape the Platform's content or data;
- compromise security: probe, scan or test the Platform's vulnerabilities without our written permission, interfere with one-time codes or authentication, access data that is not yours, introduce malicious code, overload the Platform with automated requests, or reverse engineer the app except as permitted by law.
If we reasonably suspect any of these activities, we may take the steps described in section 14, cancel or reverse affected Transactions where the law permits, and report the matter to the relevant authorities.
09Fees and charges
- Platform and transaction fees. Downloading Land Wallet and browsing Developments is free. Any platform, administration or transaction fee charged by Property Connect is shown as a separate item in your quote before you confirm a Transaction. We will not charge you a fee that was not disclosed before you confirmed. At the date of these Terms, Land Wallet purchase quotes do not include platform fees unless a fee is shown in your quote.
- Payment processing fees. Your mobile money operator, card issuer or bank may charge its own fees for a Payment, and government charges such as the Intermediated Money Transfer Tax may apply. These are your responsibility unless the quote states otherwise.
- Developer and transfer costs. Amounts payable outside the Platform, such as development or servicing levies, legal and conveyancing fees, transfer and registration costs, taxes and duties, and municipal charges, are governed by your agreement with the Developer and the law.
- Other service charges. If we introduce a charge for an optional service, we will tell you the amount before you use it.
- Changes to fees. We may introduce or change fees for future Transactions with notice under section 15. Fee changes never apply to Transactions already completed.
10Refunds, cancellations and disputes
Cancelling before you pay
You can cancel a pending purchase in the app at any time before your Payment is confirmed. The land held for you is released and we do not charge you.
After a purchase is complete
Completed purchases cannot be cancelled in the app. You may ask for a refund by contacting us. We will consider each request under these Terms, the Developer's policies and the law, including your rights under the Consumer Protection Act [Chapter 14:44]. Refunds are not automatic or guaranteed.
How to request a refund
- Contact us using the details in section 17, giving your registered mobile number, the Transaction reference and the reason for your request, together with any supporting evidence.
- We will acknowledge your request and investigate. This may involve the Developer and the Payment Provider.
- We will tell you the outcome and our reasons.
- If a refund is approved, it will normally be paid to the original payment method or to another verified account in your name. How long it takes depends partly on the Payment Provider or bank. The square metres concerned are removed from your Wallet.
Failed or reversed transactions
If a Payment fails, or is reversed or charged back after square metres have been credited, we may reverse the credit and any pending Allocation that depends on it. If money was taken but no purchase was completed, we will investigate and, once confirmed, arrange for it to be returned or applied as you and we agree.
Allocation requests
You may cancel an allocation request while it is pending, and the held square metres return to your Wallet. A Developer or Property Connect may decline an allocation request, and we will tell you why where we are able to.
Disputes between Land Buyers and Developers
Disputes about the Property itself, such as its size, location, quality, servicing, delays or transfer, are primarily between you and the Developer under your agreement with it. We may, at our discretion, help by providing Transaction records and facilitating communication. We do not act as an arbitrator, and, subject to section 13, we are not responsible for the Developer's obligations.
Complaints about Property Connect
If your complaint is about us or the Platform, please follow the process in section 16.
11Platform availability and limitations
- Maintenance. We may need to take the Platform offline for maintenance or upgrades. Where practical, we will schedule maintenance at quiet times and give advance notice.
- Interruptions. We aim to keep the Platform available, but we do not guarantee that it will be uninterrupted, timely or error-free.
- Third-party dependencies. The Platform relies on third parties, including mobile networks, messaging services used to deliver one-time codes, Payment Providers, map providers, app stores and hosting providers. Their outages are outside our control.
- Technical requirements. You need a compatible device, a supported operating system version and an internet connection. Your network operator may charge for data. We may require you to update to a minimum app version to keep using Land Wallet.
- Holds during an outage. If an outage prevents you from paying within your hold period, the purchase may lapse and you may start again at the price then applicable. If you paid but an outage prevented confirmation, we will reconcile your Payment under section 5.
- Changes to features. We may change, add or withdraw features of the Platform. We will not withdraw a feature in a way that takes away square metres or Allocations already recorded for you.
12Intellectual property
The Platform, including its software, design, the Property Connect and Land Wallet names and logos, text, graphics, maps, documents and other materials, is owned by or licensed to Property Connect and is protected by copyright, trade mark and other intellectual property laws.
We grant you a personal, non-exclusive, non-transferable and revocable licence to install and use Land Wallet and to use the Platform for its intended purpose, in accordance with these Terms. You must not copy, modify, distribute, sell or create derivative works from the Platform or its materials, remove proprietary notices, or use our names, logos or branding without our written permission.
- Developer content. Developers keep their rights in the content they provide and allow us to display it on the Platform.
- Your content. You keep ownership of the documents and information you upload. You allow us to use them to provide the Platform and to meet our legal obligations, as described in our Privacy Policy.
- Feedback. If you send us suggestions, we may use them without obligation to you.
- Third-party materials. Map data and other third-party materials belong to their respective owners and are used under licence.
13Limitation of liability
Who is responsible for what
- Property Connect is responsible for operating the Platform with reasonable care and skill, processing Transactions in accordance with these Terms, and keeping accurate records of them.
- Developers are responsible for their Developments, the information they provide, their agreements of sale, and the delivery and transfer of Property.
- You are responsible for your decisions, your due diligence, the accuracy of the information you give, and the security of your Account.
What we do not exclude
Nothing in these Terms excludes or limits any liability that cannot lawfully be excluded or limited, including liability for fraud, gross negligence or wilful misconduct, or your rights under the Consumer Protection Act [Chapter 14:44].
What we are not liable for
Subject to the paragraph above, we are not liable for:
- the acts or omissions of Developers, including a failure to deliver, service or transfer Property;
- the acts or omissions of Payment Providers, network operators and other third parties outside our reasonable control;
- loss caused by inaccurate information supplied by a Developer or User that we could not reasonably have detected;
- loss caused by your failure to keep your Account, device or codes secure;
- interruptions or events beyond our reasonable control;
- indirect or consequential loss, loss of profit or opportunity, or changes in the value of Property.
Limit on our liability
Subject to the paragraph headed "What we do not exclude", our total liability to you for any claim arising from a Transaction is limited to the amount you paid through the Platform for that Transaction. For any other claim, it is limited to the total amount you paid through the Platform in the twelve months before the event giving rise to the claim.
Your responsibility to us
To the extent permitted by law, you agree to compensate us for loss we suffer as a direct result of your fraud, your unlawful use of the Platform or your material breach of these Terms.
14Suspension and termination
Closing your Account
You may stop using the Platform at any time and ask us to close your Account. Closing your Account does not cancel completed Transactions, approved Allocations or your obligations under any agreement with a Developer. If you hold square metres when you ask to close your Account, we will explain your options before closing it. Depending on the Developer's terms, these may include an Allocation, a refund request under section 10, or keeping the records on file. We keep certain records after closure as explained in our Privacy Policy.
When we may restrict, suspend or terminate
We may restrict features of your Account, or suspend or terminate it, if:
- you materially or repeatedly breach these Terms;
- we reasonably suspect fraud, money laundering, unauthorised use or other unlawful activity;
- your identity cannot be verified, or information you gave us is false;
- your Account's security appears to be compromised;
- we are required to by law or by a court, regulator or other competent authority.
How we will do it
Where it is reasonable and lawful to do so, we will tell you the reasons in advance and give you an opportunity to respond. In urgent cases, such as suspected fraud or a security threat, we may act first and tell you afterwards.
What happens next
Pending quotes and holds may be cancelled. Completed purchases and square metres already credited are not forfeited merely because your Account is suspended or terminated, unless they are lawfully reversed, for example because of fraud or a charged-back Payment. Provisions of these Terms that by their nature should continue, such as sections 7, 10, 13 and 16, continue to apply.
If we decide to discontinue the Platform, we will give reasonable notice and make reasonable arrangements for Users with square metres, pending Transactions or Allocations.
15Changes to these Terms
We may update these Terms from time to time, for example to reflect changes to the Platform, our services or the law. The "Last updated" date at the top of this page shows when they last changed.
- Material changes. We will tell you about material changes through the app, by notification, by email or WhatsApp, or by a prominent notice on the Platform, giving at least 14 days' notice where reasonably practicable, unless a change is required sooner by law.
- Acceptance at checkout. Land Wallet asks you to accept the current version of these Terms before each purchase.
- No retrospective effect. Changes do not apply to Transactions completed before they take effect.
- If you do not agree. You may stop using the Platform and close your Account under section 14.
Other terms. If any provision of these Terms is found to be invalid or unenforceable, the rest remains in effect. If we do not enforce a right immediately, we have not waived it. You may not transfer your rights under these Terms without our consent. We may transfer ours to a successor operator of the Platform, provided your rights are not reduced.
16Governing law and dispute resolution
These Terms are governed by the laws of Zimbabwe, without affecting any mandatory legal protections that apply to you.
- Talk to us first. Contact us with details of your complaint. We aim to acknowledge complaints within 5 business days and to give a full response within 30 days.
- Escalation. If we cannot resolve the matter, you may ask for it to be reviewed by Property Connect's management. Both of us may also agree to refer the dispute to mediation, or to arbitration under the Arbitration Act [Chapter 7:15].
- Courts. If the dispute is not resolved, either of us may refer it to the courts of Zimbabwe that have jurisdiction.
Nothing in this section prevents you from contacting the Consumer Protection Commission or another competent authority, or either of us from seeking urgent relief from a court.
17Contact information
If you have questions about these Terms, or need help with your Account or a Transaction, please contact Property Connect. When you contact us about a Transaction, please give your registered mobile number and the Transaction reference.
